Deutsche Telekom , Orange , Vodafone Group ​and Telefonica are in early ‌talks to create a consortium to bid on satellite spectrum and offer direct-to-mobile ​services, Bloomberg News reported on ​Monday, citing people familiar with the ⁠matter.
